*POSITION DESCRIPTION*
This position in the functions as part of the Locate and Postal Soft team.
The Locate/Postal Soft team is responsible for loading large quantities of
Business Partner (BP) demographic information on CAMS which is received from
external entities as well as, systematically generating notices to obtain
this type of data. The acquired information is used to locate and determine
employment, wages/income, and assets. This is critical for establishing
paternity, determining child support obligations and orders, enforcement of
those orders, and distribution of funds. In addition, the Locate/Postal Soft
team is charged with parsing and standardizing address data which maximizes
the presort mail discount received for CAMS outbound mail. This discount
significantly reduces the cost of postage to the agency.

*RESPONSIBILITIES INCLUDE*
Identify business requirements, assists in determining software
functionality issues, tests, and the successful implementation of software
on the automated Child Support Enforcement System (CAMS).

Perform system development and configuration changes to the CAMS system in
support of new business requirements and to correct defects.

Act as a liaison between the Child Support Enforcement staff, technical
staff, contract staff, field staff, and outside agencies including federal
and state partners.

Provide expertise in business rule administration, assist in the definition
of business rules, evaluation of how those rules are encoded in an
appropriate repository, and the ongoing maintenance of those rules.

Analyze and identify system changes required by the Child Support
Enforcement Program, Department of Revenue, federal and state laws,
regulations or court decisions by:

Performing up front analysis to determine system impact;

Coordinating team formation including core and business process owners,
policy, training, and all other appropriate members;

Scheduling meetings as required.

Prepare and submit documentation for management as required or requested
such as:

Issues and/or option papers;

State and Federal agency inquiry responses;

Formal or informal status reports including supporting documentation as
needed;

Prepare materials for interagency, state, and federal audits and other
systems reviews.

Facilitate meeting/conference calls, ensure meeting notes are published;
develop and maintain an issue log; prepare meeting agenda

Coordinate oversight and conduct acceptance test responsibilities.

Support activities associated with training of software enhancement.

Update/create functional specifications.

Create test scripts;

Ensure that system meets federal certification guidelines in accordance with
the U.S.
Department of Health and Human Services, Administration for Children and
Families Automated Systems for Child Support Enforcement Guide.

Review system documentation to ensure each functional business requirement
is addressed in each phase of the software project documentation and each
design
solution conforms to Child Support Enforcement system standards. Participate
in CAMS maintenance issues including monitoring files, execute utility jobs,
perform data analysis, and perform root cause analysis. Other duties as
assigned by the Project Manager.

*SKILLS, ABILITIES, and KNOWLEDGE*
Knowledge and experience with address standardization, data parsing, and
data matching software (preferably SAP PostalSoft or DQXI).

Ability to configure in the CRM and BW modules

Ability to perform analysis by researching within the SAP applications and
ABAP code consulting skills with an ability to analyze the Department's
business requirements, needs, objectives, and map them to best practices as
embodied in SAP CRM and SAP ECC.

Ability to translate business requirements into specific process
improvements along with any/all measurable benefits

Ability to conduct gap analysis and strategic blueprint development

Ability to analyze business problems from both a qualitative and
quantitative perspective

Ability to troubleshoot problems within the application and do root cause
analysis to implement fixes.

Ability to analyze software application performance and to provide
recommendation for improvement

Ability to review SAP software upgrades and related documentation and
provide impact analysis for the implemented processes

Ability to code on ABAP programming language, use object oriented methods
and classes, and function modules.

Ability to support implementation of OSS notes.

Ability to provide ad-hoc requests for data.

Possess Exceptional Management and mentoring skills.

Knowledge of data resource management principles and techniques including
data administration, data modeling, entity-relationship modeling, data
definition, and data dictionaries

Knowledge of logical or conceptual data modeling and translation to a
physical model

Knowledge of data oriented business rule administration

Knowledge of methods of data collection and analysis

Experience in data conversion activities, including data cleansing
principles and practices and data mapping

Ability to understand and perform development testing on related tasks
associated with data migration and cleansing

Ability to identify and resolve data flow and content issues

Ability to collect, evaluate and analyze data to develop alternative
recommendations,
solve problems, document work flow and other activities relating to
improvement of
operational and management practices

Ability to organize data into logical formats

Ability to generate briefing papers, issue papers, other management reports,
and presentations (i.e., Power-Point), when required

Knowledge, understanding, and experience with data integrity, data base
construction, principles of legacy system conversion, data management and
data analysis and data cleansing principles and practices

"Subject matter" knowledge of communications planning and execution

Knowledge of Microsoft Word, Excel, Access, PowerPoint, and Project (i.e.,
Version 2003)

Ability to conduct fact finding research

Ability to plan, to organize, document, lead and facilitate meetings and
follow-up activities.

Ability to plan, organize and coordinate work assignments

The applicants must have sufficient knowledge, understanding and experience
with SAP products to provide technical assistance with the operation and
maintenance of the CAMS system including coordination and execution of
adjustments to database designs, data warehousing designs, data management,
data conversion and data cleansing activities for the ongoing exchange of
data from a SAP environment with those stakeholders and partners relying on
an IMS COBOL system.

*MINIMUM EXPERIENCE*

4 years experience in information technology, or 4 years experience in data
base management.

Experience with SAP implementation such as with CAMS

Experience in requirements development and system design

Bachelor's Degree in Computer Science, Management Information Systems (MIS),
or other related field; or 1 year system's experience for each year of
education; or 1 year of data management experience for each year of
education

PMI or PMP certification desired but not required.

*NOTE*
Child Support Obligations
The selected applicants are expected to be current and remain current with
respect to any and all ordered child support obligations, including medical
support at the time of proposal and for the duration of the contract.

Tax Obligations
The selected applicants are expected to be in compliance with all state and
federal tax laws and to remain in compliance throughout the term of this
contract.

Criminal Background Check
Statewide background check for every location lived in for 90 (ninety) days
or more
