I had a similar problem with compiling ASP.NET applications on my computer. It randomly said something about not being able to access a dll or something like that. It seems it was the fault of the Indexing Service. It would see a new file and immediately proceed on indexing it, and blocking the file while doing it. Try disabling the Indexing service on your machine.
