What error are you getting? How are you calling the AJAX Function? Can you post the AJAX function you are trying to call and how you are calling it. Also post how you register the name space.
I would remove all Utility registers and just put it on the master page, I use a masterpage and just putting it on the motherpage works fine, but it only needs to be in one place.
