I don't think there's a posix or parlib interface for that yet.
In a few commits, you'll be able to:
open(#vars/num_cores!dw, O_READ);
read(fd, buf, bufsz)
etc.
In the future, we'll probably have a topology device you can read from,
but there's not any solid plans for that.
