In practice, probably not, if the macro added isn't actually used by
any xcc specific files.  However, it's hard to 'programatically'
determine what exact modifications have been without parsing the
changes to files like 'common.h' and adding more specific rules based
on it. Are you asking more of a general question, or are you thinking
of writing a script that will automatically decide when to rebuild the
xcc?
