We just started getting that same error on 2.2.3. The only major change we've made lately is to move from m1.large EC2 instances to m3.large, no other changes to config or how we use our cluster since December. For now we've upped akka.actor.creation-timeout to 60s, I'll have to check with the guy working on that to see if he's had any success.
