Ryan, It looks like you copied the docs for stopping (termination), not for restarting, these are very different things.
Anyway, without seeing the full code, I can only speculate: Maybe you overrode preRestart? By default preRestart stops all children. If they don't get stopped, they get restarted, too, i.e. are still there. Not as orphans, though, you can still access all children via context.children (Scala API).
