Since Akka 2.3.0 there is a separation between routing logic and the previous “Router” package: what the example constructs with “new Router” is not an actor, it is just a data structure which knows the routees and dispatches messages to them according to the provided RoutingLogic instance. This approach is very flexible as it lets the actor (called “Master” in the example) do whatever it likes with the incoming messages and also allows full control over when and how routees are created and destroyed (and how they are used by the RoutingLogic).
Deployment configuration from the application.conf file OTOH is only possible for the shrink-wrapped routers which are discussed in the section “A Router Actor”, where you have the choice between groups and pools.
