In your example the workers have no way to tell that all work (assigned to 
them) has been done: How should they know that they will only ever receive some 
100 messages?

Instead the router has to trigger closing down the workers, e.g. via sending a 
PoisonPill. Or, instead of using a group router, you could use a pool router, 
i.e. one that creates the routees (workers) as children. Then, when the router 
knows that all work has been done, it could simply shut down itself which will 
result in shutting down the workers, because stopping an actor is a recursive 
operation.
