I'm seeing a similar issue, where if you handle RecoveryFailure, nothing happens afterwards. Once the actor enters onRecoveryFailure <https://github.com/akka/akka/blob/cb05725c1ec8a09e9bfd57dd093911dd41c7b288/akka-persistence/src/main/scala/akka/persistence/Processor.scala#L172> there doesn't seem to be a way to transition out of it. It seems that onReplayFailure <https://github.com/akka/akka/blob/cb05725c1ec8a09e9bfd57dd093911dd41c7b288/akka-persistence/src/main/scala/akka/persistence/Recovery.scala#L107> should call onRecoveryCompleted <https://github.com/akka/akka/blob/cb05725c1ec8a09e9bfd57dd093911dd41c7b288/akka-persistence/src/main/scala/akka/persistence/Processor.scala#L178> (possibly in initializing <https://github.com/akka/akka/blob/cb05725c1ec8a09e9bfd57dd093911dd41c7b288/akka-persistence/src/main/scala/akka/persistence/Processor.scala#L93>) or we should be able to send a message to ourselves that the transition should occur.
