I solved my own issue. It was prefetch. In our system, prefetch size of 
ActiveMQ was set to the default size of 1000. And since my test was for 
significantly less than 1000, all the messages in my test were being 
prefetched into the same queue. I brought the prefetch size down to 
something more sane and now everything works as expected.
