I would add though, that it is generally not recommended to set the
maximumBurst to zero as it is highly inefficient (needs to contact the
Scheduler for basically all messages) and for higher rates it has not
enough precision. So maximumBurst is also used to be able to compensate for
the scheduler inaccuracy and increase performance (and hence being able to
actually meet higher rates).
