It will join, but not be moved to Up until the partition heals. It will be
moved to WeaklyUp, unless you have disabled that feature. As WeaklyUp it
can participate in many things, but not all everything. For example it
can't be active Cluster Singleton.

You can implement the shutdown yourself as you suggest. It will probably
end up in same situation if you restart the process, though.
