OK, I checked.  It is indeed due to 4.3.2 and Theorem 17 of the Appendix in
BLL, i.e. Polya-Redfield.  If you prefer ECII by Stanley, it is Theorem 7.24.4.

I'll put that into the documentation as soon as I can.
