The machine on which the build is done is not necessarily the machine on
which to serve the downloads.  In fact, with the runs I do, they are not.

I would like to retain the ability to do builds without posting the
results, so I would like to see those two be separate scripts.

The way I would suggest to proceed is to initially hand code the scripts
and then examine the results.  I've learned a lot about what truly is in
common between subprojects and what is different along the way so far, and
at this moment in time, I'm not sure I can rightly predict what such a
script would look like.  An example of a variation - jakarta-ant's build
has a distribution target which builds the tars and zips already.  Others
will need this to be done as an afterstep.

I've promised a few subprojects that I would start posting daily builds for
them.  I'll start it manually, and post the results here as a seed to the
discussion.
