[proposal] fishtank

Hey all,

Is it cool if I import my generic nightly export/binary system into
Alexandria? It seems like this project would be the best place for it.

Essentially, what the whole system is a small set of shell scripts that can
be executed from a single build.sh script. You can run the build.sh script
from cron nightly and it will run through and execute all the scripts in the
"projects" directory.

I will put it into the proposals directory for now since that is all it is.

I think I'm going to call it "fishtank". The motivation behind the name is
from CVS's use of a fish in its logo.
