I think the attribute buildSequence is more descriptive with values of
"all|progressive" with the default value as all.

I've added an option to workspace...
<workspace build="default|progressive"/>
default is the default if not specified. This keeps the original build
sequence for build.sh all. Ie, rm all, cp all, build all.
progressive uses the build sequence rm project, cp project, build project.
