Well, Sam answered the where part, I'll answer the what part: clearly, it's
a Line CoPy utility - obviously a misguided attempt by a unix person to
write batch files. (Or maybe it's Less CoPy - for when you want to copy
only a screenfull at a time...)

Actually it's a silly little batch file that adds things to your
%LOCALCLASSPATH%, which Ant needs to setup the classpath for running builds
using your project's build.xml file. As Sam mentioned, you need to get Ant
yourself and install it, and you'll find lcp.bat in the /bin directory of
Ant. http://jakarta.apache.org/ant/
