Hmmmm.  I can build Jetspeed release_binary without needing hsql, but when
I try to build the tdk, I get:

   BUILD FAILED

   D:\jakarta\jakarta-turbine-tdk\build.xml:142: Could not find file 
D:\jakarta\jakarta-turbine-tdk\${lib.repo}\hsql.jar to copy.

When I looked into this, hsql appeared to me to be a project in trouble,
but now there are signs of it reviving.
