In general, my thoughts have always been that notification should be
orthogonal to project definition.

Food for thought: the same code base may compile successfully in one
workspace and fail miserably in another.  Example:

As a minimum, I would suggest that the subject prefix (i.e, "[GUMP] ") be
obtained from the workspace definition, and that the workspace could
globally override the value-of nag/@to.
