West and all,
That steering box usually leaks because the shaft seal in the bottom stops
sealing.  But replacing that seal isn't usually the cure because the bushing
in the bottom of the steering box also wears and allows the shaft to move from
side to side a little.
So, like Russ suggested, fill the box with grease.  I put CV Joint grease in
mine 10 years ago.  Thin enough to be able to steer the thing in the winter
and thick enough that it doesn't all run out.
