My 1750 is averaging in the upper 20s and it has a Wes enhanced Spica, large
valves, Euro cams, and headers, so your mid teens seems low even with the
cams.

A single screw should hold the TA down to within less than a millimeter
which shouldn't cause the reduced TA extension due to the single screw to be
a big problem. (unless the broken one extends above the pump and helps to
hold the TA up)

The most likely causes are:
1) Fuel Cutoff Solenoid is not correctly adjusted and the engine is running
way too rich.
2) TA does not extend correctly so FI thinks the engine is still cold and
again runs rich.
3) The Cold Start Solenoid could be stuck on and that would also cause the
engine to run rich.

Based on your mileage, the Fuel Cutoff Solenoid sounds like where I would
start, as that can be adjusted in the car, only have to loosen it and run
the engine at constant speed per the instructions in the AROC Spica manual
or Wes' manual.
