Yes, the turn signals ion a 164 self-cancel using a similar process like  
the one used on the Milano using two prongs on bottom of horn contact plate  
attached to steering wheel.
 
However, comma Comma COMMA be aware THAT THE 164 HAS AIR BAG clock  
spring/horn contact/signal canceling device all in one component.  This  clock 
spring has to be removed very carefully to prevent damage to air bag  internal 
wiring.  New one was just recently listed for $399 on ebay (did  not sell) 
wonder why?
 
I just recently had to change bad one on my 164 as wiring was bad and had  
open circuit inside unit so air bag would never have worked in a  crash.

this is issue as it is a requirement for pennsylvania  state safety
inspection.
the shop i have been using for over 20 years  has looked the other way for
years but the are telling me the state is  really cracking down and are 
wary of
giving me a "pass".
