Hi Timothy, Engine size aside, there are a few things that you can do which might help.
First, take apart the wiper mechanism, clean and lube all pivot points, ball joints, etc. There are some nylon inserts in the mechanism that can get worn over time, believe it or not I've found pretty close matches in generic nylon wiper mechanism kits at Autozone. Second, clean and treat all of the electrical connections, especially the 3 (i think) prong plug at the wiper motor itself. Low voltage can contribute to a slow motor. Finally, it may be the motor itself. Try applying 12v directly to the motor while you have things apart, see if that speeds things up. And they have two speeds--really slow, and a hint slower. My wife's 1967 Giulia Super has one speed wipes that are way better--normal in fact. Is there a cure? Do I need a new wiper motor? Are there wiper motors from other Alfas that would fit and solve the problem? Thanks for your help.
