Thanks to everyone who gave advice on how to remove an ignition lock. Someone suggested using a cut-off wheel in a Dremel to cut a screwdriver slot in the tamperproof bolt.. What works better, and is better for cutting or fixing any slot is a dental burr, which also fits a Dremel. Specifically, a Chayes #23, which looks like a three millimeter carborundum cone with the pointy end mounted to the shaft.
