My experience is that flashers will also click rapidly if one or more
of the turn-signal bulbs is burned-out (or in the case of Alfas, not
making decent connection due to corrosion or just poor sockets). I was
unaware that short circuits will also cause it...

What would cause this?
A rapid click indicates that the flasher unit is overloaded. That
could either happen through a bulb that has failed and shorted
internally, or by a wiring problem (a wire rubs through and shorts
to ground) or by an internal short in the flasher unit itself. If
this only happens on one side, look for a bad bulb. If it happens
on both sides, it's probably the flasher unit.
