Yes, plan on finishing as soon as it is returned. Once blasted it will rust quickly. They will only be able to blast the exposed parts of the inside, not the full length of the tube.
Go to an store that sells auto body supplies and paints. Get a quart of "metal prep", basically a mild acid to wash down the manifold before painting.
