With low HC and NOx, but high CO, I'd expect the mixture is rich. Have you messed with the mixture at all? If not, I'd suspect your actuator is not properly set, and is richer than fully leaned out, or the car was not up to temp and so was not fully extended. How old is the TA? Have you checked your pump gap, if you know how? Air pump working OK?
