Yes, the disc has to be removed. Remove the caliper and wire it up so as not to put pressure on the brake flex hose; undo the hub nut and washer, slip out the disc/hub, then the shield will slip out. Really not all that bad. IF you've replaced the brake hose and repacked your bearings recently, it should be a piece of cake though slightly messy. However, if you've not, a good time to do both. Don'f forget to order grease seals.
