Ben, I have found that you can accurately setup a TA just by measuring its protrusion and the depth to the adjusting screw. I believe that TA will not protrude its entire length due to the fact it has to overcome the spring pressure inside the pump.
You need to get the engine coolant up to 175-180 F and then measure the pump gap (should be .019" at 175-180F). Use the pump's adjustment screw to get the gap to .019". It'll take you several attempts to get it set right.
