Re the compatibility query, when you say the gauge is pegged "with no signal
power", wonder if you're meaning with the signal from the sender disconnected?
Or with everything connected, and ignition switched on, but engine not
running?  Or......???

In any case, if there's a problem with the gauge reading, then sure it's
possible to use a multimeter to see if you have at least some pressure on a
first start.  You could monitor the voltage at the connection between the
sender and the gauge, which in your case I'd guess would be close to zero
volts with the engine off (zero pressure, and gauge at max), and rising from
zero as the oil pressure rises.  In any case, whatever it is with engine off,
you're looking for a change when engine starts.  That shows there's some
pressure, although there's no indication of how much.  You'd have to know the
calibration of the sender and gauge combo to assess the actual pressure value,
and as these senders usually deteriorate wildly with age, you never really
know the calibration.  I'd venture to say that you're probably just as well
off to note whether your oil pressure warning light goes out when you make
your first start - you may not get much more info from monitoring the
uncalibrated sender.  Still, it wouldn't do any harm to monitor it - you
should see it gradually changing as the revs rise, whereas the oil-light is
just a simple on or off affair.
NB  For a first  start, I'd always take out the plugs and dis the ignition LT
(not the HT), and spin the engine over on the starter until the light goes
out, and only then think about actually starting it. But others might have
other views on whether this is a good idea or not.....

Am I to understand that the oil pressure sending unit is specific to the gauge
manufacturer, be they Jaeger or Veglia?  My 66 GT indicates the oil pressure
pegged to the right with no signal power applied.
Can I use a voltmeter to monitor oil pressure on a first-start?
