The dial moves a high tensile wire to activate the heater tap.  It pulls and
pushes. Problem could be:
-Heater tap
-Dry wire inside sheath
-Kinked wire
-Corroded wire

Don't be tempted to lube the wire with anything that will remain at all
sticky or waxy, including a lot of silicone so-called 'dry lubricants'.
Ensure the wire is routed to provide a nice angle at all dial settings, and
that there aren't any clamps tightened so as to crimp the sheath against the
cable. 

The wire is very hard/tough and difficult to bend, but equally difficult to
unkink or to reshape the end.  When in compression (push) and the dial is
hard to turn, don't force it or you risk kinking that wire. 

Disconnect the cable both ends to help isolate the fault to the dial, the
wire, or the tap.

of the three controls in the center console: the switch
for the vent positions seems to work, the A/C knob
turns appropriately.

but the heater control seems to have issues with not
moving freely through its range of operation. what do
i need to look at?
