L-Jetronic pumps can run very quietly, but I've never heard one that is silent. My guess is that
it's not running. I'd try running a set of jumpers from the battery directly to the pump terminals
or plug. See if it runs then. If it doesn't, the pump is bad. If it does, there is a problem in
the car's wiring. You can start tracing that with a VOM or a test light. Also, if the pump does
run, it would make a lot of sense to check the fuel pressure at the engine with an inline fuel
pressure gauge.
