Hmm, it worked fine for me, and I just did a whole bunch of jhalfs ICA runs. Are you building with MAKEFLAGS set? I've noticed that non-automaked Makefiles are often racy when trying to run parallel jobs. I.e., there's a mkdir type call just before the install command, but the install beats the mkdir there. But, in this case, you should already have /usr/share/man/man8. You're installing iproute2 over the top of the existing installation, which shouldn't fail.
