is passed to make, the environment variables should not take precedence

One thing's sure: unsetting BUILD_ROOT allowed the build to pass.
How about a global sed s/BUILD_ROOT/JHALFS_&/ to make it unambiguous?
Yes, that's a good idea (JH_ should be enough). Ticket #1712.
