He wanted MS-SQL, not MySQL, but let's not go into that.

That's where you are wrong. The problem is described pretty well, and
can be solved in a regular programming language or whatever procedural
language MS-SQL uses, but you have to implement the algorithm
yourself, and the database doesn't help you with anything. In fact, it
kinda gets in your way.
