I thing you dont understand what we are all saying.

The codecs are all about mathematics, there is no programming at all...
If some theory gives you an algorithm, you can make a lot effort to optimise
it, but if that algorithm is not optimal, then you will never get optimal
algorithm by optimising it. Unless you make different algorithm from it, but
that requires very deep understanding of how that encoding is done, and that
is more about theory than programming.  you need to know algebra, discrete
math, analysis.
Can you please give us a link to article about that codec?
