4 * 4 - 7 = 9
Start both sandglasses at the same time. When the 4-minute sandglass is over, flip it to restart timing. Repeat this 3 times. From the moment when the 7-minute sandglass is over, to the moment when the 4-minute sandglass is over for the 4th time, is an interval of 9 minutes.
