You may want to checkout the My Media for Alexa server application:

https://www.mymediaalexa.com/

Once installed, the My Media server will integrate with Alexa to enable your local media files to be indexed and played through Alexa voice commands.

Recommend you listen to the installation video first, before you download the app to your PC or activate the Skill on your Alexa device.

Hi,

When we got into the Alexa platform, one thing I did was to move a bunch of
music that my wife listened to on her Apple TV from iTunes over to Amazon
Music. They had an option that let one upload music to Amazon that could then
be accessed by one's echo. Unfortunately, they decided some time back that
they are retiring that service. People who have music uploaded already appear
to be able to keep music there but the ability to upload anything new after
one's current subscription has run out is terminated. For some time now, one
cannot add this feature to one's account.

Does anybody know of alternatives that would allow one to store music not
purchased from Amazon that can easily be accessed using an Alexa device? I am
not looking for an option that sends music from an iPhone, rather, I am looking
for the ability to access the music with voice commends through an echo. Any
ideas?

Best regards,

Steve Jacobson
