You could use Windows Media, VLC Media Player and many others, just go to the 
File menu and click on Open a URL or Open a Stream but you must first know the 
stream address, which normally includes the port, i.e.
http://radiogeneral.com:8000
although it may include the mount point after the port, such as /radio.mp3 or 
such.
