Hey. It's not part of the installed files. It gets created when you modify or save the keyboard settings using the options, keyboard dialogue. So it would be left over from an old version, which I guess is what causes the conflict. It could be in your user directory\appdata\roaming folder, or somewhere else within your user files. I would do a search for it using windows search or the search everything utility if you have it.
