Summary refresh techniques for RSVP are described in draft-ietf-
rsvp-refresh-reduct-00.txt. This document extends the summary
refresh technique by allowing hierarchical summary refreshes.
Essentially, the summary refresh messages themselves may be refreshed
using another summary refresh message.
