This memo describes requirements for operations and
management (OAM) based on IP-based tools for Multi-Protocol 
Label Switching (MPLS) [RFC3031] networks. As customers 
gain deployment experience with MPLS, managing these networks 
and services becomes pivotal to the service provider business. 
Minimal requirements include the ability to detect a break in 
the LSP data path and trace the source of the failure.
Therefore, maintaining core integrity is key in identifying
requirements for MPLS OAM.  The document scope is IP-based
tool requirement capture for fault detection, diagnostics,
and statistic reporting and security management.
