successor of Issue 21968.

Draw and Impress need to differentiate between 'slide' and 'page' in the ui.
There are some menu entries where the uno command is identically within both
applications but the ui name should be different.
Examples are: .uno:DeletePage, .uno:InsertPage.

So far the command translations for draw and impress are shared. To avoid
duplicating all these translations the framework should provide a possibility to
share some translations and have specialized ones in addition. In other words we
would like to keep the DrawImpressCommands.xcu and add the possibility to add an
additional specialized Commands.xcu one for draw and one for impress. Maybe one
could think of a hirarchy of Commands.xcu for each module, were duplicate
entries are overwritten in a defined manner.
