Document contains a "refresh" timer with 0(!) seconds TimeOut
two problems:
(1) Reload fails for r/o documents
(2) Such a nonsense as a 0 seconds refresh timer shouldn't be executed at all.
FL and LHO agreed that a refresh timer should be 609 secs at minumum. The code
will be changed to wait at minimum for 60 secs.
