This seems to be a new general Win98/Win Me problem. Currently we are obviously
not able to install an english single language StarOffice on an english Win 98.
The problem is located in the Windows Installer standard action
"PublishFeatures", that is used to write the installation information of all
features into the Windows registry
(HKLM(HKCU)/Software/Classes/Installer/Features/<productcode>
