In the current state, it's too late to implement this. We need to clearly define
what should be part of the "OpenOffice.org Base" module (which is non-trivial
itself), and we need to ensure that all applications respect a not-installed
Base module (at the moment, they'll probably simply crash ...)

so far, we know that the following should be part of a "Base module"
- the help section
- the File|New menu entry
- the system integration
- database related wizards

unclear:
- the filter for database documents?
- the filter configuration? I.e., will "Database documents" appear in the 
file-open
  dialog?
- the data source browser?
- the options for "OpenOffice.org Base" in Tools|Options?
- the connection pooling feature?
- Mail Merge?
- Exchange|Database
- probably more ....
