By design the localized data layer (share/registry/res/<locale>/..) contains
localizations even for components that are not installed.
Such items trigger a warning: "{configmgr::LayerMergeHandler.overrideNode()}:
[800] Node ... to be overridden does not exist - skipping" in the configuration
log.
A warning (at a rather high LogLevel) is not appropriate for such an
occurence.Even for normal nodes this should probably be demoted to a lower level
(e.g. FINE), for localized nodes this should be even lower (or completely
suppressed).
