CJ->OS: I think this is more an enhancement (that's why I've changed the Issue
type to Enhancement). However, I think this issue makes sense and I agree that
we should display the vertical ruler default.
I've also taken a look at what competotors are doing:
- MS Word 2003, vRuler visible by default
- AbiWord, vRuler visible by default
- WordPerfect; vRuler is not visible by default
