Yes, svtools can't be build.
To fix this I now changed jmorecfg.h as followed:
#if !defined XMD_H && !defined _SOLAR_H
typedef int INT32;
#endif
and svtools/source/filter.vcl/jpeg/jpeg.cxx
is now including <tools/solar.h>
before including jpeg.h
